PAC South Asia Regional Office is in Kathmandu, Nepal. PAC has established registered country offices in Nepal, India and Bangladesh. It aims to increase the geographic footprint of Practical Action with the delivery of quality services.

Practical Action Consulting (PAC) is the dynamic consulting arm of the international NGO, Practical Action.
PAC takes the lessons learned from the work of Practical Action and pushes them out across a much broader geographic region in pursuit of scale and influence. PAC provides quality, efficient and effective consulting services by combining international experts with local and regional specialists, delivering projects through our regional offices in the UK, Eastern Africa (Nairobi, Kigali), Southern Africa (Harare), South Asia (India, Kathmandu), and Latin America (Lima) staffed with experienced development experts.

PAC delivers its services through a strong network of experts and associates all around the world along with international as well as local partners for effective service delivery. We bring in international experts with local and regional specialists, delivering projects through our headquarters in the UK and regional offices in Eastern Africa, Southern Africa, South Asia and Latin America staffed with experienced development experts. We are committed to engage in projects which show a long-term pro-poor impact.

Practical Action Consulting in Nepal
Practical Action Consulting (PAC) Asia was established as a regional office in Nepal in 2008 and operates through its office in Kathmandu, Nepal. Since then, PAC Asia has been offering high quality development consultancy services to NGOs, development agencies, governments, bilateral and multilateral donors and the private sector throughout the central and south Asian region. PAC Asia is involved in direct delivery of its portfolio of work in Nepal, Bangladesh, north east and west India, Bhutan and other region wide projects. It also offers indirect delivery capabilities through partners in Afghanistan and Pakistan.
PAC Asia ensures that technology and innovation feature heavily in its work, while focusing on the four goal areas of the group. PAC Asia places particular focus on climate change and disaster risk reduction in order to create a more rounded portfolio of work to compliment the strong energy base. The team works primarily to influence policy and practice. To do this, PAC Asia seeks consultancy opportunities that require technical assistance in the form of services and advice, knowledge provision as part of a focused policy influencing process, action research to build an evidence base, up-scaling of best practices coming out of Practical Action, and leading of piloting of innovation
PAC Nepal is a not-for-profit consulting firm registered with the Office of Company Registrar, Ministry of Industry of Government of Nepal on 20.12.2013. It has the mandate to donate all its profits to local charity (every year).

Disaster Risk Reduction
We apply an integrated approach to Disaster Risk Reduction (DRR) and developing Early Warning System ensuring linkages between livelihoods, climate change and governance issues are at the heart of any intervention to achieve positive development outcomes for the poor. PAC South Asia has been supporting the national effort to reduce and mitigate impacts of natural disasters. To tackle such challenges, PAC South Asia aims to establish and operate community based early warning systems (CBEWS), disaster preparedness, community based disaster risk management planning and emergency market mapping and analysis. There is strong evidence that inclusion of Disaster Risk Reduction (DRR) into national level policies is not having an impact at the local level, and this gap at local authority level is a real obstacle to scaling up community-based disaster risk reduction.
We lead innovative work with a range of energy technologies – conversion equipment such as solar PV and charcoal systems, as well as hydro or win-powered mini-grids and end-use appliances such as cookstoves – that can transform poor people’s homes, livelihoods and communities.
Agriculture and Food Security
We work to increase income and access to food for the poor through promoting sustainable agriculture production systems, provision of knowledge to small-scale farmers, providing sustainable market system interventions, capacity building and work with agribusiness supply chains. We use Participatory Market Systems Development (PMSD) as an approach for improved participatory and systematic market to reduce poverty.
We apply approaches like PMSD as well as Market for poor and Value Chain development to increase the basic skills of the marginalised people to respond to market opportunities, in collaboration with other market actors and the promotion of inclusive business. Our participatory approach ensures poor people can engage in markets, and use them to work their own way out of poverty.
Climate change is integrated into all of our thematic areas of work. Our experts work with communities to identify climate induced impacts to livelihoods, develop appropriate adaptation strategies to reduce vulnerability and improve future prospects. We are one of the pioneers in Climate Smart Agriculture especially in Nepal and have gained experience in South Asia.
Knowledge and Communications
We provide tailored communication products that facilitate smooth, continuous feedback and learning processes among different stakeholders such as government institutions, small producers, policy makers and the private sector. In addition, we organize national and international commercial trainings to relevant stakeholders.
Anuj Dhoj Joshi – Regional Manager, PAC Asia
Anuj Dhoj Joshi has over 20 years of development sector experience in management, coaching, mentoring, advising and consulting. He has proven track record in strategy formulation, planning, monitoring & learning, training, civil society strengthening, decentralisation, good governance, public private partnerships. He is an experienced professional in inclusive business, institution development and organisation strengthening, renewable energy, enterprise and agro value chain development. He has led over 50 advisory/consulting assignments in Nepal, Vietnam and Laos. He has been advising national and sub-national government, civil society and private enterprises for their capacity development & change. He is instrumental in formulating widely acclaimed management plan for organisational effectiveness and enhancing performance. Anuj has a Master’s degree in Business Administration with specialization in Organisation Development. Currently, as the South Asia Regional Manager of Practical Action Consulting UK, Anuj is leading teams of in house and external consultants, and is responsible for managing Practical Action Consulting India, Nepal and the South Asia offices.
Dipendra Bhattarai, Project Development Officer - Energy
Dipendra is a graduate in Environmental Management, has more than six years of experience in energy and climate change sector. His expertise are in project design and implementation, rigorous research, policy advocacy, data analysis, and environmental and energy economics. He has sound experience in managing, collecting and analyzing data sets. Before joining PAC, Mr. Bhattarai has worked for Winrock International for four years. During his tenure at Winrock, he was responsible to manage projects, support new business unit, research design and assessments. He was a Research Grantee of South Asian Network for Development and Environmental Economics (SANDEE) where he analyzed the effectiveness of government’s renewable energy subsidy policy in targeting poor household along with the econometric analysis of adoption of solar home system and biogas in Nepal. Further, he has experience of assessing performance of micro-hydro projects and its enduses with respect to rural livelihoods. He was also involved in developing project idea note for REDD project and benefit sharing mechanism for CDM project. Study on energy efficiency of industrial sector and economic instrument for promotion of VSBK technology are some of the researches where Mr. Bhattarai has huge contribution.
Milan Joshi, Project Development Officer - Markets and Agriculture
Milan Joshi has a MBA degree with specialization in Project Management and has an undergraduate degree in Environmental Engineering. He has more than 4 years of experience in development sector specifically related to implementation, coordination and management of projects related to livelihood, agriculture, water and food security amongst others. He is well verged with knowledge and trends related to private sector involvement in all development sectors and has worked in close coordination with government agencies, non-government organizations as well as NGOs and INGOs with an efficient networking skill with project partners.
Prabin Mulmi, Finance and Contract Officer
Prabin Mulmi has completed Intermediate level in Chartered Accountancy Course from Institute of Chartered Accountants of Nepal in 2009. He has obtained a Bachelor’s degree in business studies from Tribhuwan University Nepal in 2003. He joined PAC with more than 8 years of experience in the areas of accountancy, financial management, corporate governance, contract management, auditing and private sector taxation in Nepal. Currently, in PAC, he is responsible for a smooth functioning of finances and support the team for contract management.
Puja Shakya, Project Development Officer - Disaster Risk Reduction and Climate Change
Puja Shakya holds a Master’s Degree in Environmental Science from College of Applied Sciences-Nepal (Affiliated to Tribhuvan University), with her specialization in Mountain Environment. She has joined PAC Kathmandu office in October 2014 as a Project Development Officer –Climate Change and Disaster Risk Reduction. She has experience working in environment, climate change and migration sectors. Additionally, she has experience in project designing, management and implementation. She has worked with senior researchers and experts for conducting research and policy work, developing and implementing research strategies.
Moushumi Shrestha, Senior Advisor - Private Sector Development
Moushumi is currently working as Senior Advisor for Private Sector Development for Practical Action Consulting and Practical Action South Asia. Academically she is a MBA with specialisation in Economics and Marketing with more then 15 years of experience in Project Management, Quality Control, Capacity Development, Agriculture and Markets. She has been highly involved in wide range of activities as such setting up a consulting unit in Nepal, India and Bangladesh for South Asia region, Project Management, Consultancy management, Team Management, strategic planning and monitoring/evaluation as a Regional Manager for Practical Action Consulting, Asia She has also worked as a focal person to streamline AAA(Analysis, Action, Assessment) approach and Quality Control, ISO certification for SNV countries in Asia region which has given her exposure in understanding the relation with clients and partner, negotiating agreements and monitoring the progress at national and regional level. She has gained knowledge of working in four delivery channels of advisory services, knowledge brokering, advocacy and strengthening local capacity development funding mechanism. Her academic qualification and rich experience as a manager has empowered her with the necessary base of understanding the concepts and principles of these subjects and to successfully apply them on a practical level.
Swechya Mathema, Knowledge Management and Quality Assurance Officer
Swechya Mathema has a Master’s degree in Economics from University of New South Wales, Australia. She joined Practical Action Consulting in 2011 as a researcher for the DFID funded project, Conflict State, where she visited rural parts of Chitwan and Siraha. Currently, she is working in PAC as a Knowledge Management and Quality Assurance Officer. She is extensively involved in the quality assurance of EoIs, proposals, reports and is actively working on the knowledge development and knowledge management for various projects. She is also coordinating trainings such as Emergency Market Mapping and Analysis (EMMA) Toolkit and Participatory Market Systems Development (PMSD) in national and international platforms.
Sumit Dugar, Research Associate
Sumit is a graduate in Risk and Environmental Hazards from Durham University, UK with a Civil Engineering background. He joined Practical Action Consulting (PAC) in 2014 and is currently involved in conducting interdisciplinary research for the Zurich‘s Global Flood Resilience Program in Nepal. His current involvement includes interdisciplinary projects in Disaster Risk Reduction and Climate Change Adaptation, with focus on Community Based Early Warning Systems [CBEWS], Flood Forecasting, Climate Services together with increasing Resilience towards Natural Hazards such as Earthquakes and Landslides, and how physical sciences informs policy and wider governance issues. Postgraduate degree in Risk and Environmental Hazards from Durham University, UK, PGDip as a Hansard Scholar from London School of Economics (LSE), having a Civil Engineering background from Nepal.
Trishakti JB Rana, Project Development Officer - Markets
Trishakti has a Master’s degree in Business Administration (MBA) from University of Nottingham and a Bachelor’s degree in Commerce (B.Com) from University of Pune. He joined Practical Action Consulting in 2014. Prior to his master’s degree, he has gained over 5 years of work experience working in private sector, and following the completion of his degree he was involved in writing reports and conducting primary research for various development organizations with in the country. Currently he is engaged in understanding and implementing PMSD approach in various projects, while also understanding and strengthening the various value-chains and supply chains.
