In Rwanda’s refugee settlements, the right appliance can keep a clinic cool, a school connected and a small business open. Practical Action is working with CLASP on a two-year collaboration that makes smart buying simple and sustainable.
Our aim is to contribute to shift everyday procurement towards efficient, durable, best-value appliances that improve essential services and reduce lifetime energy costs in humanitarian settings.
We are creating a Rwanda-ready procurement handbook and an agreed appliance basket for humanitarian settings so buyers can compare options, choose efficient products and cut lifetime costs. The handbook is practical and ready to use in Rwanda, and can be adapted for similar contexts elsewhere. Alongside these tools, we will run capacity-building workshops for refugee agencies and government bodies so good procurement turns into better services and lower running costs over time.
Project Overview
Title: Empowering refugee and host communities in Rwanda through strategic appliance procurement

Our role: We are partnering with CLASP to develop a practical procurement handbook for Rwanda, define an energy-efficient appliance basket for humanitarian use, produce a Rwanda case study and deliver hands-on workshops for government and refugee response teams.
Partners: The Efficiency for Access coalition, with Rwandan public bodies and humanitarian agencies.
Lead donor: Delivered with CLASP within Efficiency for Access, supported by UK aid through Transforming Energy Access and the IKEA Foundation.
