GCF Readiness Consulting Opportunities

Practical Action is an international development organisation that seeks to change the systems that keep people in poverty and vulnerable to the impacts of climate and environmental crises. We work alongside communities to build livelihoods and thriving inclusive societies. We have two consulting opportunities to support Practical Action in strengthening its organisational readiness for Green Climate Fund accreditation and funding:

Opportunity 1: GCF Fiduciary Readiness

Opportunity 2: Environmental and Social Management System (ESMS)

Consultants and consultancy firms are invited to bid for either or both the opportunities. See below for more information about each of the assignments. A detailed Request for Proposal document for each assignment can be shared upon request pending signing of a confidentiality agreement. The deadline for expressions of intention to bid and requesting the NDA is 21st August, 17:00 BST and deadline for applications is 3rd September, 17:00 BST

  1. GCF Fiduciary Request for Consultants

The objective of this assignment is to support Practical Action in strengthening its organisational fiduciary readiness for Green Climate Fund accreditation and funding.

You will work with colleagues to verify our internal assessment findings, review our fiduciary systems and process and provide recommendations to support strengthening of these systems and policies.

Interested applicants must have:

  • Demonstrable track record in GCF accreditation support. Applicants must provide specific examples of entities they have supported through GCF accreditation, including the accreditation category achieved.
  • Deep technical knowledge of GCF’s fiduciary standards and documentation requirements for accreditation.
  • Experience developing fiduciary policies for international non-government organisations (INGOs).
  • Familiarity with GCF Gender Policy requirements.
  • Strong written English and ability to produce clear, practical documentation accessible to non-specialist programme staff.
  1. GCF ESMS Consultant

We’re looking to contract a consultant or consulting firm to support Practical Action in developing Environmental and Social Management System (ESMS) to support our readiness for Green Climate Fund accreditation and funding.

You will work with colleagues to verify our internal assessment findings, make recommendations to relevant policies and support design of tools for a robust ESMS, and support capacity building with PA staff.

Firms must also demonstrate that the lead consultant assigned to this work meets the essential criteria listed.

Interested applicants must have:

  • Demonstrable track record in GCF accreditation support. Applicants must provide specific examples of entities they have supported through GCF accreditation, including the accreditation category achieved.
  • Deep technical knowledge of GCF’s ESMS requirements, including the GCF Environmental and Social Policy, Revised Accreditation Framework, and IFC Performance Standards PS1–PS8.
  • Experience developing ESMS documentation for international development organisations, including E&S policies, project screening tools, ESMP templates, SEP templates, and grievance mechanisms.
  • Familiarity with GCF Gender Policy requirements and experience integrating gender considerations into ESMS frameworks.
  • Familiarity with Indigenous Peoples’ rights frameworks, including IFC PS7 and the UN Declaration on the Rights of Indigenous Peoples, and experience developing FPIC procedures.
  • Familiarity with one or more of PA’s areas of expertise: Food Systems, Energy for the Hardest to Reach, Climate Resilience, and Green and Inclusive Economies.
  • Strong written English and ability to produce clear, practical documentation accessible to non-specialist programme staff.

Firms must also demonstrate that the lead consultant assigned to this work meets the essential criteria above.
