WASH Advisor

Practical Action is looking for a dynamic, decisive and collaborative person to join the WASH team as a ‘WASH Advisor’. Reporting to the Regional Director, South Asia, this position will lead the development and implementation of Practical Action’s WASH Programme in India and South Asia Region.

The candidate should possess a Master's degree in any discipline related to the subject (technical degree in WASH sector preferred). Minimum five years of related work experience in WASH which should include a Senior Position in WASH. The incumbent should have an understanding of recent major issues in the field.

PURPOSE OF THE JOB

  • Be part of the international team and provide input into the strategic direction of the international energy programme, ensuring coherence with Practical Action’s change agenda (Theory of Change) and maximise WASH works in the region
  • Develop an approach in line with the framework for Changein India and the SA Region to demonstrate, learn and inspire from our works to achieve bigger change
  • Build the WASH Programme for scaling up and appropriate integrations with other programmes and projects in the region
  • Contribute to specific projects as part of the programme portfolio.
  • Lead to implement Strategic Business Plan –2017/2020 in the WASH goal.
  • Provide inputs into the strategic direction of *Practical Action’s works in the WASH for the growth in the region

JOB RESPONSIBILITIES

A. Strategic Direction and Policy Influence 

  • Take lead to implement Strategic Business Plan 2017-20 by guiding and involving other staff in WASH.
  • Lead the development and implementation of Practical Action’s work in India towards the WASH Programme, ensuring consistency with the international strategic framework. 
  • Build an effective WASH Programme and Team, liaising with the Regional Director and Senior Management Team, ensuring synergy across the region and following each layer of Practical Action’s working model. 
  • Liaise with International Head of Project Support Unit, Policy and Practice Director and Head of Global Advocacy and link our WASH works towards global efforts. 
  • Develop policy positions and materials relevant to WASH Programme in India, and advocate these to identified audiences. 
  • Provide technical assistance to the development of Practical Action’s work in India towards WASH and policy/advocacy works in the South Asia region. 
  • Develop research and project hypotheses to understand and address problems or issues, consistent with programme. 
  • Synthesise the contribution that the programme is making to Practical Action’s global programme at least on annual basis.

B. Programme Planning and Management

  • Plan and design projects and the programme that contribute to the WASH Programme agenda of Practical Action. 
  • Support and advise the Regional Director and India WASH programme team in the development of programmes and projects in line with and contributing to the WASH Programme agenda
  • Develop and implement a business plan for the WASH Programme. 
  • Develop effective ways of working towards achieving strategic goals and direction, which would be in consistent with established and recognised procedures, approaches and methodologies. 
  • Oversee and track the progress of project within the WASH programme and provide support to make necessary changes for effective and efficient delivery of intended outputs and results in Job Description of WASH Advisor 2 consultation with programme team. 
  • Ensure good relations are maintained at all times with the project’s partners, donors and other relevant stakeholders ∑ Keep abreast of new or shifting specialist knowledge - technological, methodological or developmental - that relates to the scope of WASH programme.
  • Provide this specialist knowledge where appropriate to the project or the country/regional programme, and/or toseek this support from outside parties when necessary.

C. Fundraising, Representation and Networking 

  • Identify and develop new project ideas and strategic opportunities leading to the development of full proposals where appropriate. This may be both developing field projects as well as specific research and dissemination projects. 
  • Build new network and maintain relationship with potential donors, funders and stakeholders for collaborative work and joint fundraising in the region and represent the organisation in donor meetings 
  • Engage in reactive and proactive consultancy measures by developing projects and concepts to change policy and practice by influencing concerned stakeholders 
  • Represent the organisation at senior level, including making presentations, advocacy, responding to policy documents from other agencies and other related work. ∑ Build and maintain a network of contacts, especially with other NGOs, government bodies, donors, the private sector and key decision-makers through networking and attendance at suitable events. 
  • Actively seek opportunities for sharing Practical Action’s experience in WASH at these fora. D. Quality Assurance and Knowledge Management 
  • Ensure a high standard of analysis, synthesis and lesson learning is carried out in all the projects and programmes within the Programme area, and that this knowledge is applied to future project design, policy work and other activities of the organisation. 
  • Ensure, in liaison with the Regional Director, the quality of projects contributing to the Programme, consistent with established Practical Action standards, at project and Programme level through annual review processes. 
  • Ensure that the EOIs, proposals and reports are submitted to the clients meeting the Practical Action quality standard.
  • Encourage lesson learning and sharing within the programme team, country programme and across the Group, by encouraging regular spaces for staff reflection on the progress of project activities and the learning that has been generated. 
  • Champion learning and sharing with colleagues and peers internally and externally and ensuring that the programme is delivering access to relevant knowledge and lessons.

MINIMUM QUALIFICATIONS 

  • Master’s Degree in any appropriate discipline related to the subject (technical degree in WASH sector preferred). ∑
  • Minimum five years of related work experience in WASH including some in a Senior Position in WASH.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES 

  • Analytical skills with an ability to relate technical specialism and more holistic approaches. 
  • Confidence in the application of the sustainable livelihoods framework is highly desirable. 
  • Experience of practical field-based research and research methodologies. 
  • Experience of project and contract management, from project design to implementation is essential. 
  • Project funding and proposal writing skills and experience are also essential. 
  • Familiar with communications, policy and advocacy work and a confident communicator to external audiences. 
  • Leadership skills, including experience of building effective teams, defining targets is essential. The ability to lead a team ensuring a positive contribution from others is critical to the success of this post. 
  • Knowledge of South Asian WASH context in regards to policy, partners, networks, and donor funding behaviour. 
  • Understanding of international development policy issues and how they relate to technology is desirable. 
  • Experience in coordination with government, donors, partners and multilateral agencies 
  • Excellent networking and communication skills
  • Excellent interpersonal verbal and written skillsincluding presentation skills 
  • Reporting skills with high-level of fluency
  • Strong influencing capacity and skills 
  • Good knowledge and experience of participatory approaches in programme/ project development, planning and implementation
  • Experience of management of programme finance, human resources and technical activities 
  • Able to work remotely and independently with an understanding of working in a multi-sited environment 
  • Willingness and enthusiasm to work in challenging and difficult situations 
  • Some exposure to the broader international development agenda
