Under the direct supervision of the Rwanda Project Manager in Kigali and with technical backstopping support from the East Africa regional energy/Practical Action Consulting team, you will be the energy access specialist resource for the project in Rwanda, providing the strategic direction for delivery of high quality programme interventions, monitor performance, document and disseminate learnings, innovations and good practices. The specialist will be required to work with multiple actors, sources of information and use economic, quantitative and qualitative methods to develop Practical Action’s renewable energy plans and activities for refugees in Rwanda.

The Technical Energy Specialist will be responsible for:

  1. The strategic direction and coordination of Practical Action activities in Kigeme, Nyabiheke and Gihembe refugee camps.
  2. Overseeing the delivery and development of high quality energy interventions in Rwanda, taking into account aspects of age, gender and diversity mainstreaming.
  3. Monitoring programme quality, initiating and taking technical leadership in energy focused studies, documentation and dissemination of innovations and good practices by working together with other members of Practical Action team.

The prospective candidate should possess:

  • At least Masters’ degree in engineering, economics or other technical discipline
  • At least 4 years of relevant experience, including experience in developing countries, and in a professional environment delivering results to clients.
  • Excellent communication and influencing skills across cultures, ability to engage with government representatives, and proven technical writing and presentation /communication skills.
  • Proven relationships and contacts within the RE and energy sector in Rwanda.
  • Excellent communication skills, including proven technical writing and presentation/communication skills.
  • Fluency in written and spoken English essential. French proficiency is desirable.
  • The applicant should be resident in Rwanda and have the right to work there.
  • Understanding of decentralised energy solutions and energy access issues.
  • Knowledge of off-grid energy access technologies such as:Solar PV, solar home systems and solar lanterns; Rural electrification and mini-grid distribution systems; Wind, hydro, solar or biomass generation; and Improved cookstoves and bioenergy (including biogas)
