Practical Action is implementing a project code named "Enhanced Agricultural Productivity and Resilience to Climate Change through Solar Powered Irrigation" in Gwanda,Zimbabwe.The project will contribute to sustainable green economic growth in Zimbabwe by enhancing agricultural productivity with renewable energy and water efficient technologies, in Gwanda Rural District. A total of 919 smallholder farming households (i.e. 4,135 men, women & children direct beneficiaries) will increase their incomes and yields by 100%, through participation in horticulture and other value chains. Practical Action is requesting for proposals for a consulting entity to carry out a baseline survey for this project.

Objective of the study

The baseline study will be used to understand the current situation and set milestones towards the project targets. The study will focus on baseline data collection for a set of indicators outlined in the project Log Frame. The report from the study will be used as a basis for monitoring the project progress against the set indicators over the course of the project implementation. The study will include a Gender Analysis to explore the gender dynamics and roles of women, men, girls and boys and identify constraints and opportunities for women and youth in the target communities.

 Scope of Work

The study will be conducted within the sampling target area of 3 wards in Gwanda and within project direct beneficiaries which include 100 farmers. The study will also collect data from project stakeholders such as the Ministry of Agriculture (Mechanisation and Irrigation Development, Agritex), Ministry of SMEs, among others. The baseline study shall be conducted in the form of a survey incorporating secondary data review, household interviews, key informant interviews and Focus Group Discussions (FGDs) and will primarily focus on the 3 irrigation schemes ( Sukwi, Silikwe and 15 nutrition gardens in wards 2 and 18 . The information will be collected, analysed and the report (in English) will be shared with Practical Action and partners for validation and approval before it is finalized.
Whereas Practical Action has provided the general scope of work for this assignment below, the consultant is expected to propose a clear and well-articulated approach and outline for undertaking this assignment.

Expected Outputs
The specific expected output for the Consultant is to:

  1. Prepare a comprehensive baseline report constituting a review of the current status across the 3 irrigation schemes and 15 garden sites.

Practical Action will consider applications from both individuals and teams. Applications shall clearly identify a team leader, who will be responsible for delivering the outputs of the assignment.
