This report is an output of the “Delivering Decentralization: Slum Dwellers' Access to Decision-making for Pro-poor Infrastructure Services (IUD II) Project” of Practical Action that has been working on mitigating the challenges of providing urban services to low-income communities in South Asia. The evaluation applied a desk review and field visit to 3 countries, and assessed the project’s performance against the OECD DAC Criteria for evaluating development assistance, as well as on other key issues, including relevance, effectiveness, efficiency, gender and innovation and lessons.
