Practical Action Consulting (PAC) is working on humanitarian energy project named: “Humanitarian Energy for Displaced Populations in Refugee Camps and Informal Settlements” in conjunction with Coventry University.

The 3 year project will provide energy access to four displaced populations in Rwanda (primarily Congolese refugees in Kigeme, Nyabiheke, and Gihembe Refugee Camps) and Nepal (primarily Internally Displaced People from around Kathmandu), and assess the impact of the provision of energy on people's lives against the UN Sustainable Development Goals (SDGs) and create an impact through scalability of the energy solutions.

The project is seeking the services of a Lead Technical Expert who will be engaged on a consultancy basis. This role will take 40 days of time between October 2017 and August 2020.

The consultant will work together with the Project Manager as well as academics at the University of Coventry, and PAC consultants to lead on the following key activities:

  1. Design and procurement of mini-grid and renewable energy access systems in humanitarian settings.
  2. Implementation of technical projects (such as installation of technologies such as mini-grids) in settings of displacement. In depth understanding of procurement and contracting mechanisms in the humanitarian and international development systems
  3. Budget Management and logistical organisation.

The lead technical expert should possess:

  • A Master’s degree in Engineering, Energy, Technology Management, or any other relevant technical field.
  • At least 7 years of relevant experience, including experience in developing countries, and in a professional environment delivering results to clients.
  • Prior work experience focussing on (renewable) energy systems. Knowledge of Energy Markets would be an added advantage.
  • Strong analytical skills and the knowledge of energy access technologies.
  • Analytical and numerical skills, familiarity with the data collection and research process and the ability to synthesize data, present results and draw meaningful conclusions.
  • Confident in dealing with data from research in developing countries, including working with incomplete data sets.
  • Prior work experience in procurement, budget management and negotiation.
  • Comfortable working with international organizations and other stakeholders among other competencies
