Under the overall supervision and guidance of the Rwanda Project Manager for the assessment phase of the Energy for Refugees (RE4R) project led by Practical Action and UNHCR to deliver renewable energy investments through an innovative approach in humanitarian settings, working directly with refugees and host communities in Kigeme, Nyabiheke and Gihembe refugee camps in Rwanda.

As the energy market resource for Rwanda, this role will gather data on the current energy market systems in Rwanda. The role will require working with multiple sources of information and direct consultation. The research will inform and influence the sustainable energy policies, priorities and operations of donors, host governments, national and international organisations.

This role will take 60 days of time between October 2017 and February 2018 (roughly 3 days a week). The consultant will work together with the Rwanda Project Manager, the East Africa Market Lead, and field teams, technical consultants, partner organisations, and the UK team to deliver the following key activities:

  1. Undertake a mapping exercise of the existing actors in the energy access market systems in Rwanda (from market chain, enabling environment and supporting services)
  2. Conduct 1-1 interviews and consultations with private companies, government representatives, humanitarian organizations, NGOs, etc.
  3. Organise a series of workshops aimed at discuss and analysis barriers and opportunities for specific energy market systems in the camps and hosting communities
  4. Act as local resource to gather information as required by the EA Market Lead and the Rwanda Project Manager

The prospective candidate should possess:

  • At least Masters’ degree in engineering, economics or other technical discipline
  • At least 4 years of relevant experience, including experience in developing countries, and in a professional environment delivering results to clients.
  • Proven relationships and contacts within the RE and energy sector in Rwanda.
  • Understanding of decentralised energy solutions and energy access issues.
  • Knowledge of small business development in developing countries, pilot and scale up of energy enterprises, energy customers and private sector investment, the range of financial solutions required for inclusive markets to grow, and the types of new models required to unlock private and public capital, flexible debt finance for potential energy enterprises would be an advantage.
  • Fluency in written and spoken English essential. French proficiency is desirable.
  • The applicant should be resident in Rwanda and have the right to work there.

Contractual Arrangement
The consultant will work as a technical expert within PAC East Africa’s project team to support the delivery the project, and will be contracted on a consultancy basis (not as a Practical Action Consulting member of staff) to work:

- Three days a week (12 days per month) for 5 months, starting from October 2017.

A consultancy daily fee will be paid per month (or pro-rata if part time), depending on the consultant’s level of experience. Travel and other expenses associated with the assignment will be reimbursed.
