Background and Purpose of the Assignment
The objective of this consultancy is to provide GEDSI technical expert and strategic leadership and support in implementing GEDSI-related project activities, ensuring mainstreaming of gender equality, youth engagement, disability and social inclusion throughout project implementation phases — from initial planning, into project implementation capacity building, training to monitoring, evaluation, and reporting.
Specific Objectives of the GEDSI Implementation support
The consultant is expected to deliver the following outputs within the consultancy period:
- Develop a comprehensive assignment workplan, including activities and timeline, in line with Practical Action’s requirements and guidelines.
- Conduct the Gender Analysis, other relevant literature, existing data, and reports to understand the current context, including policy and legal scan with a project gender action plan from the findings analysis
- Design qualitative and quantitative data tools to be used in interviews with select respondents, and key informants. Use both quantitative (disaggregated) and qualitative thematic analysis.
- Stakeholder mapping-identify and consult with key stakeholders, including MoEP and Semi-Autonomous Government Authorities, County Government staff, energy entrepreneurs, local private sector actors, energy suppliers, and other relevant actors, to gather insights for the report.
- Conduct a field visit to select counties for data collection in the counties, analyze field data, and other relevant data, and develop a comprehensive report.
- Develop GEDSI training tools and training manuals on Local Manufacturing and Energy Crop Cultivation for Clean Cooking Supply Chains women, youth/PWDs
- Develop GEDSI indicators that would be included in the stove manufacturers and crop cultivators’ capacity-building sessions.
- Develop Inclusive markets PSMD approach and business development skills GEDSI responsive guidelines
- GEDSI-sensitive MEL framework and reporting templates.

Applications will be reviewed on a rolling basis and the interviews will be conducted soon after the closing date. All information/data provided will be managed with utmost confidentiality and will only be used for recruitment purposes.
Guidelines for Submission
Interested Consultants or firms are requested to submit.
- A technical proposal (Max 3 pages) detailing interpretation of the TOR, proposed methodology including work plans etc.
- A capability statement demonstrating how the consultants meet the required qualifications and competencies.
- Copies of all relevant Curriculum Vitae (CVs). Only CVs for the specific individuals that will form the proposed team for the assignment to be included; two references (including one from your last client).
- Detailed financial proposal in Kenyan Shillings: If the team consists of several members, the professional fees should not just be a daily rate, but it should be based on clearly shown time allocation by each member of the team to the various activities.
- Evidence of experience in similar work
Award criteria
The evaluation of the bids/proposals will be based on the best value for money, weighing up technical quality (the methodology and the CV of the consultant) and cost of the assignment.
