Practical Action is implementing a four year Renewable Energy for Refugees (RE4R ) project in Rwanda. The project is led by Practical Action and UNHCR to deliver renewable energy investments in humanitarian settings, working directly with refugees and host communities using innovative approaches to the delivery of renewable energy in Kigeme, Nyabiheke and Gihembe refugee camps in Rwanda. The project will provide access to affordable and sustainable sources of renewable energy, and improve the lives of both refugees and the communities that host them.  

Practical Action is seeking to partner with market actors interested in participating in the RE4R project on Intervention I - renewable electricity services for households and small enterprises. Through this partnership, Practical Action aims to facilitate private companies and market actors seeking to provide energy solutions in the camps and engage with the humanitarian sector.

Applications are welcome from market actors and organisations who fulfil the eligibility requirements and may include Solar Home System (SHS) companies, PAYG providers, suppliers and distributors, and last mile entrepreneurs. The RE4R project will not be buying products directly from companies but will rather be partnering with companies and market actors to facilitate the market for products and services, strengthen existing and emerging markets to increase reach, and specifically, to make products and services available and affordable to refugees and host communities.

Applications from organisations will be considered if they meet the following eligibility requirements:

  • Delivery of Renewable Products and Services: Applicants shall be able to supply Solar Home Systems (SHS) of minimum Tier 1: (3 solar lamps, charging system and radio). Products supplied are to be quality certified by Lighting Global or a similar authority. Products are expected to have a warranty period of at least two years.
  • Organisation type: This funding is open to private sector companies, market actors, NGOs, and community-based organisations whose proposed delivery models meet the objectives and eligibility requirements outlined in this expression of interest.
  • Organization Maturity and Experience of Rwandan National Context: Applicants must demonstrate that they have a track record in delivering similar services in Rwanda. Applicants must be legally registered and have the necessary permits and licenses to implement their proposed solution. Where possible, applicants should include details of existing or potential partnerships with organisations operating in the camp regions.
  • Do No Harm and Commitment to Safeguarding: the principle of ‘do no harm’ is one of the guiding principles for humanitarian action and is applied to all projects and programmes that can be considered as having direct impact on the welfare of the people being assisted. ‘Do no harm’ will apply to this project. Applicants must demonstrate their commitment to humanitarian principles, and successful applicants will be required to sign to a code of conduct which includes safeguarding responsibilities.
