PRISM of Informal Workers Poverty Reduction
in Solid Waste Management Sector
Urbanisation is increasing at an alarming rate with an increase from 3 to 17 per cent in the last five decades. Due to lack of appropriate employment opportunities, a large number of workers in informal economy are engaged in municipal Solid Waste Management (SWM) sector. It is estimated around 10,000 to 15,000 waste pickers and 700 to 800 Kabadis (waste/scrap dealers) are engaged as informal workers in Kathmandu Valley. Although these workers play a vital role in dealing with the waste generated in the valley, the profession harbours negative stigma unrecognised by the society as well as the local and state authorities. Urban waste pickers are among the poorest in Kathmandu Valley. They live in squalors mostly on the riverbanks. Poor hygiene practices and compromised living conditions make them vulnerable to various life threatening diseases. Waste workers are often exploited socially and economically. They find it hard to fight this exploitation due to a range of factors including their lack of bargaining power, illiteracy, lack of market information, and lack of skills and technology which can help them add value to the materials they collect and recycle. None of the current policies or plans includes social protection provisions which could help improve the situation, and raise the status of the profession. To address the situation, Practical Action is implementing PRISM project directly benefiting 4,000 (35 per cent women) Informal Waste Workers (IWWs) within five municipalities of Kathmandu Valley -- Kathmandu Metropolitan City; Lalitpur Sub Metropolitan City; Bhaktapur Municipality; Madhyapur Thimi Municipality; and Kirtipur Municipality.
Income of IWWs will be increased by 30 per cent through better bargaining power and enhanced knowledge to add value on recyclable wastes to get better price Improved health of 4,000 IWWs through basic safety equipment use and safe hygiene practices 2,000 IWWs will be formally recognised for their services in SWM by the municipalities 4,000 IWWs will benefit from social protection schemes 500 IWWs will have access to finance through saving groups Recognition of IWWs and social protection to them will be included in the revised Solid Waste Management Act and Policy

Expected Results (ER)
ER 1) Strengthened capacities of non-state actors and other stakeholders to engage effectively with target groups for social recognition and piloting innovative social protection schemes.The Action will closely work with relevant stakeholders, introduce and enhance capacities of the stakeholders to use a computerised system and to maintain the GIS database of IWWs, and issue identity cards for IWWs. The Action will undertake participatory approaches for identification of appropriate social protection schemes and pilot innovative schemes in consultation and collaboration with the relevant stakeholders.
Key activities: Conduct baseline study and develop Management Information System (MIS) of IWWs; strengthen/establish IWWs groups; develop standards practices and computerised system to include/register IWWs within the SWM system; issue identity cards for IWWs; conduct studies and exposure visits and provide technical and financial support to pilot innovative social protection schemes.
ER 3) Strengthened solid waste market system to become more inclusive and pro poor. The Action will apply Participatory Market Systems Development (PMSD) approach and will build capacities of key market actors to address a wide range of emerging and evolving issues without the assistance of the project. The Action will work across the value chain through key advantageous points such as private services and input providers, national public agencies and public and private waste management organisations. The stakeholders will participate on exposure visits and training on recycling and financial management to enhance their capacities and empower them for inclusive SWM.
Key activities: Conduct participatory market mapping, prepare joint action plan to develop and promote key services, inputs and policy review; and provide technical backstopping to stakeholders for promoting new and innovative services appropriate for IWWs and vulnerable groups.
ER 2) Enhanced technical and entrepreneurial skills of the informal sector workers and vulnerable groups in solid waste management for better incomes, secured livelihoods and safer working environment. Through the key activities mentioned below, the Action will conduct behavioral change campaigns to change the perceptions of not only informal workers but also the society to convert the social attitude towards the profession. To increase awareness on personal health hygiene and Occupational Safety and Health (OSH), the Action will conduct a study on OSH of waste workers and identify adequate preventative measures through awareness programmes, skills training, and provisions for basic safety equipment handling.
Key activities: Conduct market study; provide enterprise and skill development training; provide technical skills to start up small scale enterprises; conduct Knowledge, Attitude and Practices (KAP) study and behavioral change campaigns, conduct informal education for IWWs, conduct OSH study and awareness raising campaigns; and provide basic safety equipment and training to IWWs for preventative measures.
ER 4) Developed and disseminated key learning documents and collaborated amongst SWM informal sector workers for inclusive social protection to influence policy makers and other stakeholders.This Action pilots some innovative social protection schemes to recognise IWWs and their contribution on SWM by the society, government, and the municipalities. As an effective tool to influence, key learning documents, successful case studies and Participatory Videos (PV) will be produced and disseminated. The Action comes up with recommendations for inclusion and recognition of IWWs as well as social protection schemes of the IWWs to incorporate in the revised policy of the government.
Key activities: Develop PV, case studies and knowledge products from the piloted schemes; review existing SWM practices and policies; and develop and disseminate policy briefs targeted at key policy gaps to influence on inclusive social recognition and protection.
