Disaster risk reduction

The impacts of disasters on the poor have been increasing in the Andean region, mainly due to poor management of natural resources and the vulnerability, exacerbated in the absence of policies for prevention and risk reduction.

The 57,000 disasters in the Andean countries between 1970 and 2007 caused 125,000 deaths, 8.5 million people homeless and 28 million affected, in addition to 380,000 homes destroyed and extensive damage to infrastructure and social facilities and productiva.2 Del total population of Bolivia, Colombia, Ecuador and Peru, which together total about 100 million, approximately 75.8 million people are exposed to a high seismic hazard and mean; 34 million medium and high susceptibility to landslides; nearly 17 million drought; nearly 14 million to frost and flooding, while 4 million people live near volcanoes or areas that could be affected by mudflows that can trigger eruptions. And in Bolivia, Ecuador and Colombia,disasters associated with flooding is over 50%.

The vulnerability of poor rural and urban populations is related to the occupation of land at risk from destructive phenomena, the insecurity or inadequacy of the buildings and the lack of systems of social protection and effective prevention. The ability of local governments and sub to manage risks is extremely limited. It is estimated that less than 10% of the 1800 local government in Peru had trained in preparedness and response to emergencies, although the percentage has dropped significantly due to staff turnover.

The recent approval by Congress of Peru of the law creating the National System for Risk Management and the existence of plans for Disaster Risk Management (DRM) in some municipalities of Bolivia (including La Paz) is a challenge and a possibility of the need for institutional changes in local and subnational levels.

Therefore, BMP promotes the incorporation of DRM in sustainable development planning in Bolivia and Peru through capacity building programs for authorities and municipal officials andachieving regional incorporating measures and risk reduction strategies into development plans and land use plans and adaptation of production systems. Similarly, focuses on capacity building in public and private institutions, community leaders and local institutions, and networks to enhance citizen participation, advocacy, cooperation and coordination, allowing adequate provision of public services and promoting comprehensive and sustainable development.

This strategy seeks to:

  • Reduce losses from disasters in terms of lives and in the social, economic and environmental needs of poor communities.
  • Develop a set of actions, lessons and experiences to ensure that DRM is a national and local priority with a strong institutional basis for implementation.
  • Facilitate proposals from civil society and rural local governments to strengthen national legislation GRD.
  • Have the capacity to prevent and reduce risks and respond to disaster situations. This is involved in the planning and in the local and regional thematic tables. Queries are promoted in organizations and institutions through institutional networks and makes proposals for incorporation into the plans and regulations.
  • Ensure monitoring GRD policies from the perspective of local and civil society in order to involve the people and institutions in the preparation of reports to be submitted to the UN.
