The prevailing peace and stability in Somaliland and Puntland that has been in place for over a decade remains under threat from widespread poverty and unemployment. In response to these threats the International Labour Office (ILO) designed the Employment, Enterprise and Livelihoods (EEL) programme. Through this EEL Programme, ILO is working to reduce poverty by creating employment and business development opportunities to increase incomes of poor people and lead to improved livelihoods. The management and control of these processes should be firmly in the hands of the local people.

In order to achieve its mission, ILO wishes to consolidate the management of existing EEL Programme activities. Therefore ILO engaged Practical Action to identify and analyse the technologies and approaches to increase income for target groups through enterprise development and/or employment opportunities arising from exploiting opportunities in a sustainable manner. The role looked at opportunities and offered technologies and approaches which will assist ILO to better understand its own efforts and opportunities for collaboration.
